1. Preheat the oven to 350°F. Grease an 8" square pan.
2. Melt the chocolate and butter in the top of a double boiler over hot water.
3. Stir until smooth. Remove from the heat and cool slightly.
4. Add the sugar and eggs. Whisk until well blended. Whisk in the vanilla.
5. Add the flour and salt and stir until blended. Stir 1/3 cup of the milk chocolate chips into the batter.
6. Scrape the batter into the pan.
7. Sprinkle the remaining milk chocolate chips over the top. Bake for 25 to 30 minutes, until a toothpick inserted in the center comes out with a few moist crumbs. Cool in the pan set on a wire rack. Makes 16 brownies.
